I believe the church were the trustees at the time the Bambers lived there, and it was to them the Bambers paid rent. It is they who decide whether or not potential tenants are suitable. I imagine it was they who approached Ann and Peter to invite them to take on the tenancy after the Bambers' deaths, partly because it served to keep out those with a ghoulish interest in the case.

I believe he made a fortune in the 1980s from the video tape industry. Whether or not this was legitimate or illegitimate income I have no idea. I know he lived In the US for a while as well.
