Disappearance of Tara Calico

This photo found in 1989 it is of two kidnapping victims. The boy has never been identified, However the Girl in the photo is believed to be missing Tara Calico who vanished in 1988, The FBI said the photo was inconclusive if it could be Tara Calico however Scotland Yard experts claim it is Tara Calico in the photos. Tara Calico to this day has never been found or heard from

Could be Nugs, but who would want to stage such a thing with children.  Why can't the FBI find where the photo was developed and what year etc.

That's what I read Nugs that the mother believes that is her daughter.  The boy though looks about 4 maybe 5 years old....no way does he look 9.

but i dont see how it could be him theres no suggestion that hes death was anything other than miss adventure.
