I'd say the guy wanting to see the warrant but what is a little disturbing is that the police officer wasn't even sure where he stood legally.

I'd have thought that it was obvious, that the van owner was well within his rights to ask to see the warrant.

Now the police officer told the man that his superiors said that he didn't have to see the warrant. So what you are all saying is that he the police officer was wrong and so were his superiors?

I can't rationalise this but....I can't stand the way that the Police stand there, with their hands tucked in their body warmers!

Yes, they become very intimidating. And when you refuse to divulge your details they then say that you are acting very suspiciously. In fact they instigate the whole process and this can escalate until they have a reason to arrest you and if you protest then they add another charge of resisting arrest.
