Was lycra in use in the mid 1980s. I resall wearing stretchy cotton leggings in the early 1990s and they went baggy at the knees. Not a pretty sight.

Yes I recall having a fluorescent orange pair    I'm pretty sure they were lycra if not similar eg spandex    There were cotton ones about about but they didn't hold shape.
