I would draw members to a few more salient points. If the police could not hide the call from NB there would be no case.
If NB left the call to Bonnett by the time West made the first check on the line JB's phone would have already become operable as the system would have been reset. In the first instance JB would get an engaged tone if he tried to reach NB. This feature was important because if callers made calls to anyone and they did not replace the receiver correctly the caller would be deprived of a functioning phone line until it was replaced.
I am not sure whether this applied to 999 calls. If it did Bonnett would have lost his call from NB.
Since the phone numbers for the Chelmsford station and HQ were identical what would happen if both NB and JB called Witham and what would happen in this circumstance. If JB was the first caller he would be paged through to West. Would NB's call if it was after JB's be transferred automatically to Bonnett because the first re-route to West was engaged with JB's call.
However my guess and it is a guess is that NB having alerted JB he would dial 999 to notify the police. Bonnet would continue to monitor the call if it was not automatically disconnected. But once West told him it was off the hook from the first line check he would have ended the call himself
This meant that the police did not have access to the line until it was reinstated from inside WHF when at 05.57 its status was recorded as engaged.
