I have already explained people don't sleep soundly all night and some people will be up and about.  I have already pointed out it was the height of the holiday season.  People arriving home and departing for early morning flights/ferries.  That's just one group of people that will be out and about.  Think about the patrol car that was in the area...patrolling...
