Seems that refuting that Sheila was operating at 20% is based on her 'not' going to France!

Going to France with the twins needed the approval of -

Nevill/June. They would be paying for it.

CC. He had the twins.

The Tompkinson's. They would have to agree to look after Sheila & the twins in France.

Seems she didn't get any approvals.
