Two options -

Say it was another excellent travel option for Bamber.

Say it was too risky.

If driving was a 'not bad' option, the police could have said so.

Nothing wrong with having more than one travel option.

It seems the police used the driving option to reinforce their Sea Wall option.

By saying all the risks of driving did not apply to The Sea Wall route.

This was brought up by yourself in the case of the defense defuncting the cycle theory

If that was the case the car scenario would have come into play
