I would have thought that the perpetrator is trying to disguise his handwriting in the letter, yet wants to be certain that the letter will be delivered to its target so ensures a clearer script on the envelope. This suggests to me a more sophisticated intelligence than that of a child, unless I have missed something.

I think you have. The theory is the perpetrator got a child to write the letters in order to conceal his own handwriting and mislead the investigation.

But children blab to other children and adults, which makes that scenario unlikely.

Since when do kids watch the news or take any interest in such matters? You could more or less get a kid to write anything as part of a perceived handwriting exercise. And they would not care nor understand what they are writing.

But after all this time they would recall what they had done, even if they didn't discuss this with any friends immediately following the request from a parent to write the letters.

I don’t remember what I wrote down as a kid do you?
