Simpson's intention was clearly to discredit Kenneally's review. His agenda seems plain enough. He was trying to make out that Kenneally had neglected to study the case properly leading to his supposedly mistaken conclusion that Sheila was the killer.
The fact is, however, that Simpson had already replaced Taff Jones with Mike Ainsley before Kenneally reviewed the case, showing that it was threats made by Robert Boutflour to expose flaws in the investigation which made up Simpson's mind not any objective consideration of the evidence.
