The part which jumps out at me is that he was refused a downgrade in status due to his psychological reports, if I'm reading it correctly?

Regarding the Cat B, it was RWB who'd sent a " stiff " letter to EP and the local MP on his disappointment with the system---------then whoosh,Cat A it remained to be.

We'll I've even quoted the relevant sentence, so I'm not sure why you can't see it. 

I think this was an application to be downgraded AFTER he had already been moved back to Cat A following complaints from his surviving victims.

The original downgrade and subsequent upgrade was back in 1991 (I think).
