If you read somewhere in Wilkes book it mentions that when Dr Ferguson actually knew about the fostering that it would have had a catastrophic effect. He doesn't say this in his statement.

But we DON'T know that there was the suggestion of the children being fostered. It wasn't as if it was a new thing to Sheila, anyway. She had been having daily carers for the children as it was.

Day care was a regular occurrence for her, Lookout. Part of the routine of her life. She was NEVER going to be able to manage the boys on her own. It would have been no big thing for her to have it talked about.
