Maxine Carr pleaded guilty to lying. She admitted she lied and gave her boyfriend a false alibi by saying he was with her at the time of the murders. Far form her going to police to admit she lied police prove it by other means.
Julie did not lie about being with Jeremy to give him an alibi she just didn't tell everything she knew but she had no legal obligation to tell everything she knew. That is the big difference. Omitting what you know and lying are very different in legal terms.
The only potential lie she told to police is when she said he was worried and wanted her advice of what to do. I personally find that such is in conflict with what she admitted to later. If she left it at him saying soemthing was wrong at WHF that would be one thinkg but she wrote in her statement he was not sure what to do. Her account a month later was that he told her things had been going well and tha the had not been to bed yet. Nothing about saying he was unsure what to do and worried. But if they wanted to charge her for that it would be easy for her to add such and hard for them to prove otherwise. Trying her for such a limited thing in light of her help would accomplish little.
If she helped encourage him to commit the crimes that would be worthy of punishment but she claims she didn't and Jeremy refused to talk so no basis for charging her.
