Look at the wording...................................I found the two boys to be normal boys but they had not been thieving property prior to them coming to me,

 PRIOR, she started having them in 1980, i make it they would be ONE Years old when she started having them,  and she had them for two years.

The children were above twelve months when they came to me.  So prior to them coming, they hadn't been theiving property   Serious,  who writes these things

No one, as yet, appears to have picked up that the boys had not been in full time care, by Sheila, since they were a year old. I'm perfectly certain she wouldn't have known how to be a mother because she'd never experienced mothering -at that age- from June. However, it doesn't seem that lacking the ability to care for her babies, at that time, had anything to do with mental illness. It seems to have been more a case of she didn't know how.

I think it was a bit of both, Jane. She was protective of them around other people, but the lethargy induced by the Haloperidol caused her to oversleep in the mornings, which meant the twins had to fend for themselves and were late to school for a period.
