DS Jones was imo a thick copper.  A total numbskull. 

I think because of his working class roots and background he clashed with Bamber, who was a posh boy.

However I wouldn't call him thick, he was just a product of his time.

Stan was as far from thick as it was possible to be!  If it wasn't for his dogged persistence, Bamber would have got away with it.
