The suicide note in the Bible said'I have just killed myself',obviously left for the police to find.Who else?

Sheila's birth mother should have been informed of the farewell letters by the police,after all they were intended for her.Didn't the police have a duty to inform her of their existence? Criminal!

Because they obviously point to an innocent Bamber.They were hidden then intended for destruction in 1996,but somehow survived.Bamber got hold of them in 2010 I think it was.
