Criminal Procedure and Investigations Act 1996

Is it a coincidence that many exhibits were destroyed in 1996 including Sheila's nightdress, the same year as the CPIA Act came into being?

I came across this after reading a attachment that was part of a post by Cc.

The nightdress was obviously destroyed to prevent future testing with better techniques. The police are absolutely shocking in this case; and it's just another example that the case has been actively managed over the years to prevent the truth from coming to light.
