Martin Hibbert (who is taking Richard D Hall to court on behalf of himself and his daughter) was in 'The Bill'.

     His imdb page shows him appearing in The Bill (1984), ITV Lunchtime News(1988) and The Sarah Jane Mee Show (2019).

     Sarah Jane Mee Show is a Sky News program so I assume that the appearance on that was to do with the Manchester bombing. It could be worth digging to find out what the 1988 ITV News was about. Will see if I can find anything out about it. If he is a "crisis actor", it could be enlightening if we can discover the reason for his 1988 appearance on "The News".

     Bickerstaff has an imdb page also but only the footage from Manchester is on it.

      The ITV News appearance was 2018, not 1988, so obviously linked to his "role" in the Manchester Arena production.

   It is certainly a statistical oddity that both have previous TV experience as some sort of actors.

Possibly yes, given that they are two of the more high profile arena attendees in the media. Bickerstaff was present at the arena concourse, as is evident from his video, but R D Hall questions whether Hibbert was ever in the foyer.
