Should Julie Mugford have faced prosecution?
Here we look at the COLP investigation into Jeremy Bambers Complaint (11) that Essex police struck up a deal with Julie Mugford not to prosecute her if she agreed to give evidence to help get a conviction for the five murders against her former boyfriend..

In my opinion, she should have been prosecuted, she took part in the commissioning of several criminal offences. .

The turning point appears to have come to a head by the end of May 1986...

Since, at that stage a decision was taken by the CPS not to prosecute not only herself, but also not to prosecute Jeremy Bamber for the joint enterprises they were involved in, and rather more tellingly a decision not to prosecute Mugford and Susan Battersby for separate cheque book fraud offences...

For those of you who are wondering why the typed page numberings are inconsistent and that they do not flow from start to finish in consecutive order, please be reassured that I have been well aware of this from the last time I visited Jeremy Bamber at HMP Full Sutton, Stamford Bridge, nr York in 2004..
On that occasion, I can report that Jeremy Bamber informed me that there was two versions of the COLP findings, and file - one version (the first) which deals with the case being one of Sheila being responsible for the other four deaths (er, and then the taking of her own life), and then (a second version) alternatively, that she was shot dead and with her death being disguised as a suicide, where someone 'other than the police' had shot her dead...

I believe that the page numbers which are at odds in the typed version which I have posted up, contains proof that there exists two different versions of the COLP report into these matters, where when it suits the police, they can Interchange between the page contents of the two reports, and present these as part of the same report!

One approach being that what police had been dealing with was a case of four murders, and a suicide, where Sheila shot and killed the other four victims, and then took her own life, in accordance with the first police investigation, under SC/688/85...
A second approach, focussing on the fact that Someone else shot dead Sheila Caffell, under SC/786/85...

Notwithstanding the fact that the police were directly involved in the death of Sheila Caffell - they shot her dead once her body was moved from the bed onto the bedroom floor, by use of the anshuzt rifle which had been resting against the inside of another upstairs (box room) window..

They got away with prosecuting Mugford and Battesby, by discontinuing proceedings against Jeremy Bamber for the same, or similar offences..

I can picture it now - every offender promising to repay every victim, for their losses, in installments!
C'mon, this is just not acceptable, and was obviously a ploy suggested to Mugford and Battesby, and the bank, by the police (involving, DS Jones)!!!

If every defendant promised to repay their victims the losses incurred, based on the approach taken in this matter, offenders would never be prosecuted...

Mugford, Battesby and Jeremy himself, should have been prosecuted for these other offences, the fact that Jeremy admitted his part in the commissioning of these other offences makes a complete mockery of the criminal justice system and the use of 'informant' evidence. Mugford was / is a common criminal, along with Susan Battesby, and Jeremy..
On top of everything else, Mitford was put up in digs by Essex police, had the bill for her mother and self staying in a five star hotel before they both gave their evidence during the trial paid for by the 'News of the World', and had a £25,000 bounty on offer should her evidence help to convict Bamber of the murders...
