Evidently someone who carried a knife.  Given the nature of the injuries it would appear to be more than a pen knife.
The knife in the pouch would have been small.

The Pathologist said Luke's knife was too short to reach her tonsils which had been cut. If it was his knife it would have damaged her teeth with the hilt and the attacker would have likely damaged his/her hand.

But remember we don't know for sure whether Luke had other knives in his possession and the murder weapon has never been found.

Neither has the murderer if you believe in innocence. There have been a number of knife finds in the locality none has been shown to be the weapon. When did he hide the weapon before or after he ran home to burn his clothes? The absence of evidence is not evidence against Luke. What happened to the gun and the balaclava? Did he have an offshore bank account to hide his drug money? You are asserting something without a scrap of evidence.

I've no idea what you mean. The allegation might be that either Luke or Corinne Mitchell disposed of the 4" blade skunting knife and left the pouch for the police to find months later. https://www.thescottishsun.co.uk/news/scottish-news/6759709/luke-mitchell-evidence-guilty-jodi-jones-murder/

You have no evidence that LM had other knives or their size. Neither you or I know what happened to the small 4 inch knife.
